Debit Card Blocked Countries
Please note: due to high fraud activity several merchants located in California, including some Target Department Stores and Ralphs Grocery Stores are currently blocked.
Please contact our Call Center if you plan to travel overseas and your destination is on the blocked countries listed below. By contacting Charter Oak in advance of your trip, you will know ahead of time whether your debit card can be used, we will also be able to monitor your account for fraudulent activity once you return. In an effort to help you protect your debit cards, Charter Oak Federal Credit Union has compiled a list of “Safety Tips”.
In compliance with the Office of Foreign Asset Control (OFAC) regulations, your Visa Debit Card cannot be used in the following countries/regions:
- Balkans/Bulgaria/Serbia
- Burma/Myanmar
- Belarus
- Core d’Ivoire (Ivory Coast)
- Cuba
- Democratic Republic of the Congo
- France- all pinless transactions blocked
- Iran
- Lebanon
- Liberia
- Libya
- North Korea - all pinless transactions blocked
- Saudi Arabia
- Singapore - all pinless transactions blocked
- Somalia
- South Korea - all pinless transactions blocked
- Spain
- Sudan
- Syria
- Thailand
- United Kingdom
- Zimbabwe
